No. It is meant as a parody of how members of one cultural group pretend to be part another culture, which they consider cooler. In a similar way to how Ali G pokes fun at privileged white British teenagers pretending to be Afro-Caribbean. Or the classic comedy of American tourists visiting Europe claiming to be Irish/Scottish/whatever based on some tenuous ancestral link, while acting in a comically brash American manner. Or white Australian kids saying they are aboriginal. This is not meant as a comment on any of these groups, but just to poke a bit of fun at the stereotype.
