Rather than respond individually I'm gonna address these all in a go.
To my faithful student, Twilight Sparkle,
I apologize for not responding individually to your letters, but between preoccupation (I only have a limited amount of time to answer correspondence during court hours), and needing to revise every time a new letter came, it culminated in several drafts leading to this one.
First of all Twilight, you did a very good thing by wanting to help others, but I feel that perhaps not as much... research went into this idea as perhaps you found it needed. I am proud of the good you managed to do by day's end, and I thank you for bringing my attention to certain... deficiencies that must be addressed on perhaps a larger scale than previously anticipated.
Do remember to donate responsibly - there's more than one homeless charity that needs the help. It saddens me as well, but the crown can only budget the most basic necessity for shelters.

My little ponies are not always the wisest but you'll find that most at least mean well. One of the major problems, however, is that non-Equestrian citizens can visit really quite freely but not all of them have the kindest of intents, and those latter ones tend to be desperate, and sometimes uneducated since not all other countries offer no-cost schooling. That unfortunately tends to contribute to the insular experiences of ponies and build stereotypes and expectations. Since ponies don't tend to travel outside our borders often, there isn't very much world-wisdom to go around.

More like tactfully addressed the issues in a way that's fictional but is still similar to the real world. While the original letter could be laughed off, addressing it in the more serious tone of Celestia requires a gentler touch, otherwise people will get mad because people.

It also seemed to pin the problem on situation rather than a personal reliability. Good people can come from bad uneducated places, and bad people can come from good educated places.
What it ultimately comes down to, is if you believe evil and good are real or not. Was Adolf evil, or was it because he wasn't raised right.
Personally, people are born evil, and are taught to be good. Some have a heavier leaning towards one side or another without being taught, but influences and situation play a large role in forming a person. But you can't blame the past for what someone does in the present. They can still choose not to, but they still do. You should see things as the present, and only use to past to figure out motive. Judge someone on their actions, not their past.
No, that is excuse-making. They don't need many brains to rub together to understand that the people they meet from other nations are not examples of the whole nation. They choose to view them that way. In the current time the issue is illegal immigration. If they had the intention of actually joining society, they'd do it the legal way. They want to benefit for themselves (and their families) and have no interest in becoming part of the nation they are leeching off of, which is why they become problematic (other than economics and taking up jobs someone else would have had, seeing as joblessness exist and those jobs weren't specially created just for the illegal immigrants to have). Because taking without contributing is a drain, especially when nothing is stopping you from illegally taking part in elections.
My point for the paragraph is that while a modern nation has the knowledge and reason to form opinions of whole peoples, the ponies have no such thing and so the excuse Celestia is making is unjustified.

Breaking the law and causing economic strain is bad, who knew. I personally think you shouldn't speak like there aren't exceptions to what your saying, cause while using exceptions to make a rule is stupid, pretending that there are no exceptions is just as stupid. Basically, just say most of the people who cross the border illegally are like that.
