I feel this really bad. D:

You just described me.
I try not to be like this, but I can't.

I dunno; but if you ever figure it out, be sure to let me know.

My advice, and I'm relating this from college:

-get a Google Spreadsheet. Split it up by day horizontally and by hour vertically. Enter in very specific things that need to get done, and manageable ones, like 'three pages of story X, scene X'.

-when writing, it's more important to start than it is to finish. The Five Minute Rule is a thing.

-Procrastination hits harder because of a sense that 'not everything is quite right'. So either try to make them right immediately (get a drink, go to the bathroom, anything else that needs doing) or write anyway, Five Minute Rule again. If you're worried you'll be interrupted from writing and therefore shouldn't start at all, adjust the activity and outline instead. Set the scene, write out a few lines of dialogue to just get into character.

Hope that helps,

A fellow procrastinator.

Also, stealing the method from NaNoWriMo helps a lot. did you do that yet?
