Well, everyone's missed the second set of binary which is understandable, it is pretty hard to see.
The first message is Moendum eis! which has been translated above.
The second message is Ia inveniam te..... which is I find you according to google.
Now the only question is who has found who and who is being warned and about what.

I know what to do, and I don't know how, and it infuriates me. You've got binary in the white as well, but I can't make it out well, and I can't figure out how to make it negative to potentially stand out.

The green text says "I must warn them!", the binary in the white (found it by tilting my laptop screen away from me, go figure.) says "Now I found you". Or in the Latin: Monendum eis! Iam inveniam te......

"Monendum eis!" = "I must warn them!"
"Iam inveniam te....." = "Now I find you....."
"I must warn them!" is in green, Mothra Lea has green text!
"Now I find you....." is in white, but the only one who has a close color with this text (grey) is Monster X!
These two are currently involved in Chapter 28 and, if this is right, most likely Chapter 29.
Mothra has to warn someone or someones (whatever the plural of someone is) of something.
X is hunting someone down.

Monster X is in the next chapter, but this dialogue isn't about him or Mothra. You got everything right BUT the colors and subsequent character association.
When I said you didn't flip enough, I meant it. Put the picture in paint and then invert the colors.

B. Bagan is trying to find someone. Probably Enjin.
BTW, I never inverted with Paint before, nor did I know how to do it, so I really couldn't guess the whole thing.
