I am rather tempted to just leave it as is without explanation...
But this is a dude that does covers of other songs using Otomatones, a Japanese electronic novelty instrument. The 'joke' being that it sounds almost like a person singing in odd beeps, while looking like a cross between Pac-man and a musical note. The little rubber mouth adding to the illusion that it's 'singing.'
