2886901 From the looks of things Korra's link to the Avatar State may not have been permantely severed as we were led to believe. It's probably similar to when Aang was struck by Azula's lightning while tapping into the Avatar State. Korra's link can never be truly severed unless she is killed while in the Avatar State.

Wan as the first Avatar could go into the Avatar State, but the difference here is that it's just a power up now and she's not getting any kind of knowledge or skills from the past Avatars anymore like how the Avatar State worked for every Avatar AFTER Wan.
