I'm trying to write a story encouraging positive change when I've lost faith it's even possible. I suppose at the very least, I'm creating a world where it is. That's something to be proud of at least, right?

I say it's Commendable. Everyone needs to find light when the world is clouded in darkness. It's definitely something to be proud of.

Positive change requires step by step small actions. It doesn’t change drastically nor is it noticeable at first. But it does require you do take steps that you might be uncomfortable with

If you really need proof that positive change can come even in the worst of times, look at South America.

A nation that was once the most dangerous place to live on the planet, is now safer than some first world countries, after a single election.

Edit: Also, the original Disney Snow White movie was made during the Great Depression. It is not at all uncommon to write hopeful stories during times where you feel all hope is lost.
