I always thought that is anypony else besides Sunset could be turned into an Alicorn after Twilight it would be either one of the Mane 6 or one of the so called 'Back-Up Mane 6' and Vinyl being on the top of that list as she along with Lyra Heartstrings are the Unicorns of the Group, while Bon-Bon (Sweetie-Drops), Octavia Melody and Time Turner (Dr. Whooves) are the Earth Ponies leaving Muffin (Derpy Hooves, Ditzy Doo) as the only Pegasus of the group.
Ahh, memories of Epic Wub Time, so long and I remembered dream, is ours! So glad to see this posted...

My guess is that it's brandy, somewhere around 120-proof. Octavia just strikes me as the kind of mare who would turn to a deceptively-classy-but-knocks-you-on-your-ass kind of drink for emergencies like this.
