This is not plagiarism. This user is Freya Dragon.
They identify as a system, and Freya Dragon is a member of that system. A system is multiple identities in one body. The phrase "Written by Freya Dragon" refers to which character in the system was responsible for the writing. You can see in the posts on their FurAffinity page (linked to from the book cover image) that they frequently sign posts by character name.
For this to be plagiarism, there would have to be a work plagiarized. After searching, I can't find any other "Freya Dragon"s out there, nor another instance of this story mentioned anywhere other than their own FurAffinity and personal website. Without another work to point to that this has copied from, then there is no plagiarism.
What an unfortunate misunderstanding. Don't accuse plagiarism unless you can show what is actually being plagiarized.
