Assuming that Sombra wasn't just a manifestation of the darkness and evil his mother made him to be, and not the real Sombra who is already reformed and looking for the shards of Princess Amore with Radiant Hope. Like a separation type thing with how Nightmare Rarity and Pony of Shadows happened.
So Celestia, Luna and Twilight just disregard Chrysalis's threat that the villains will "always return" to try and destroy them? Not to mention everything else the three did, which they chose to do completely independent of "Grogar's" design? I have trouble believing that.

Even with good intentions his actions were stupid and reckless, to say the least. He put all Equestria into danger to teach Twilight a lesson she didn't need and manipulated four living creatures to essentially sacrifice them for this. And for his help he deserves to be just left without his magic instead of proper petrification. Because he physically can't stop being a living disaster as we know from Discordant Harmony.

In the show Chrysalis made it perfectly clear they (the villains) would never stop trying to take over Equestria. Not to mention they had no remorse for their actions and, with the exception of Chrysalis who was defiant to the end, scared that they were going to be punished.
The writers obviously put that line about the villains never stopping to try and justify them being turned to stone but some people were fine with the trio just being locked up in Tartarus. Me? I'm indifferent to it. My only other thought was that plenty of people were going to be upset about Cozy being petrified.
They intended for the villains to never be reformed because even they felt reforming every villain was silly. Just wish they hadn't teased possible in the Frenemies episode, instead having them discover Villainous Friendship and serve as a negative reflection to the Mane Six's friendship. Doubt the writers would have gone with it just because they want to stress that only morally good people can have true friends.
Meanwhile as unthought out as Discord's plan was, I was in a way touched that he was so confident in Twilight that he would bring back several major villains because he KNEW she could beat them. Unfortunately he was so full of himself that he didn't think to keep the villains in check. Discord's ego was always one of his biggest flaws
Some people wanted a scene where Discord points out that Celestia has done similar Trickster Mentor stuff in the first three seasons: Nightmare Moon, Discord himself, and King Sombra. Celestia believed Twilight would succeed but she always sent her in blind. While there wasn't much Celestia could actually do, I feel she could have helped her pupil be a little bit more prepared instead of just being confident Twilight and her friends would win. I honestly think that would have been an interesting concept to explore; Celestia and Discord being a bit more alike than they realize.
Also, Discord was willing to step in if the girls needed a safety net but as with his speech during the fight with Sombra, he wanted to prove they don't NEED his help. Not only that but he was sincerely remorseful over how badly his actions backfired, freed Starlight so that she could free the others, and stayed behind to help hold off the trio despite his lack of powers.
Does that make everything okay and for him to be easily forgiven? No. After all his actions did result in the Crystal Empire, Ponyville, and Canterlot getting enslaved by Sombra, the Elements and Tree of Harmony destroyed, and he indirectly caused the ponies to be divided, bring back the Windigos, and risk an Equestrian Ice Age due to not keeping a better eye on the Treacherous Trio, Mean 3, Legion of Doom, whatever they're called.
Of course,I like redemption and atonement stories over easily forgiven any day so I would like to see what else Discord would do to make up for his actions.
But you know what's funny? This reminds me of when I used to hate on certain episodes and characters. My friend didn't mind them and when I asked why he said he didn't blame the characters themselves.
This is me personally but I like to go with the classical headcanon that all Fictional Characters (including MLP) are just Animated Actors a la Who Framed Roger Rabbit, House of Mouse, Wreck-It Ralph, and similar works, who are just acting out what the show creators tell them to do. That way whenever there's an episode where the characters are doing something stupid, rude or any other O.O.C. way I just blame the people behind the show, not the characters. That sounded a little more polite in my head. But it helps me not hate the characters plus I like pretending to discuss with them how episodes could have been better.
Sorry for the rambling I got caught up in the moment. I'm just hoping this helps fanfic writers in general to be more inspired to not antagonize and/or bash characters and expressing ourselves in more positive ways. Granted you can't please everyone but I want fans to enjoy the good of our favorite fiction, not be consumed by the bad.

Well the sad thing is he actually can: he only shows signs of fading when he stops being weird or messing with nature. But the biggest problem with the character is not that he messes with nature: Pinkie Pie both does the same thing and legitimately enjoys his own brand of messing with reality.
The biggest problem with the character is that he is a sadistic jerk who revels in ruining people's days even though we know he can be pleasant enough when he wants to be, and even act coherently on a social level (Discordant Harmony, What About Discord).
Even with this plan, he never thinks to try and cheer Twilight up in a more productive manner. Instead he thinks involving Twilight in yet another dangerous no holds brawl is the perfect solution to test her, because he has never been encouraged or expected to do things a different way, largely because the writers wanted a sarcastic, sadistic, and all around scummy individual to play the sociopath comedian on the show. And he's been that way since his debut.
The Return Of Harmony Part 1 has him building up and flattering Pinkie Pie, then subsequently screwing her over, despite the fact that at the time, she legitimately appreciated his work enough to advocate letting him wander free. If the character really just wanted to be free, the smart thing to do would've been to befriend her, but that never occurs to him, because at the end of the day the character just wants to see others suffer. We see this over and over again.
When he expresses disappointment that Cadence's day isn't ruined in "Three's A Crowd". When he's upset that the Plunder Vines failed to wreck Equestria in "Princess Twilight's Kingdom". When he comes up with a plan largely to screw with Twilight in "What About Discord". When he stalks Fluttershy, mistreats the Smooze, wrecks the Grand Galloping Gala and threatens to banish Tree Hugger to a inhospitable dimension out of spite. When his first reaction in Dungeons And Discord's, after being invited to Spike and Big Mac's "Guy's Night" by is to torment them for not being interested in the kinds of games he wanted to do instead of say simply leaving them to go do something else.
Discord is shown to be consistently interested in only one thing throughout the show "My Way Or The Highway" and he almost always expresses it in the most sadistic, destructive, manner he possibly can. "Because he is Discord" and because that is the only excuse the character needs. Even in episodes where he is more sympathetic, the character is usually still possessive, socially inept, reckless and lazy to a fault.
He shows little to no interest in growth, and even until the final he sees everyone (including his friends) as infer to him, despite his considerable number of screw-ups. The fact that he doesn't usually listen to those he considers his friends, and the fact that he is so bad at actually making them due to his general behavior isn't reassuring either, especially when you consider the mortal lifespan of those he "cares" about.
