So I figured out what is wrong with my laptop. The 7 beep error code is either a processor failure, or a (95% of the time it's this)...
a motherboard failure.
The cost of getting a new Dell Inspiron is going to be the same price as getting my old one looked at and repaired.
So, I'll probably save up for another week or two and just buy a better laptop (maybe even a desktop if I can).
Dell used to have diagnostic lights on some their older tower models with pentium processors. Those diagnostic lights indicated hardware failure. Anyways, unless your motherboard/processor is warped (or fried) from long use or lacking adequate temperature control, it could be hard drive failure. However, dells are becoming more failure-prone with the coming years so the motherboard, itself, failing sounds likely, too. *shrugs* Keep an eye on newegg for any specials on laptops.

My neighbor actually pointed me to Newegg. I also just got done talking to a friend of mine (insanely good with computers) a little while ago and he said that it was most likely a motherboard failure. With the M5030 and M5010 models, motherboard failure is more common than normal, usually within a 12 to 18 months of buying it. Mine is over 3 years old, so the fact that it didn't fail sooner is rare.
As for a hard-drive failure? I should at least be able to get some sort of screen. Right now, the screen doesn't even power up.
