It obviously depends on which game we are going for.

If you are using Mass Effect 1 rules, then Rainbow Dash, because soldiers were OP as fuck in that game.

If you are using ME2 rules, then once again I'd go Rainbow Dash, because soldiers were still broken as shit. Not as broken, mind you, but still broken.

If you are using ME3 rules, then give Rainbow the finger and go Derpy, because Engineers are stupidly OP in that game. I also say Derpy because there is no option for Vanguard, which are hilarious with their charges.
