Why isn't she living with her parents?

...I don't feel welcomed after that.
So basically... Scootaloo is the... WILL SMITH OF MLP?!
The easy answer is
1) Scootaloo's parents work in Cloudsdale.
2) Scootaloo can't fly.
3) Cloudsdale is a long ways up to raise a child who can't fly.
4) Dad has a sister who lives in Ponyville, and is willing to raise her until she can fly.
Stress point:
Once Scootaloo can fly, her parents will be able to take her back to Cloudsdale and away from the Cutie Mark Crusaders.
An expansion on that:
1) Sweetie Belle's parents travel a lot. She stays mostly with Rarity, who is contributing to the raising.
2) Sweetie Belle is getting better with magic, and has reached the cutie mark stage.
3) Unicorn foals who are getting better with magic and have their cutie mark go to Celestia's School for Young Unicorns.
4) This will take Sweetie out of the CMC.
I've been painting this path in Letters, so I'm familiar with the off-ramps and speed limit signs :)

Twilight Sparkle stood on the top of her castle with Rainbow Dash to one side, both staring off into the night sky in different directions.
"You think it was the right decision?" asked Rainbow Dash. Â "I mean I know Scootaloo wanted to be with her parents, but splitting those three up..."
"It's part of growing up," said Twilight in a firm voice with a little quiver at the bottom that indicated she was not as determined as she wanted to be. Â "Sweetie Belle needs to develop her magic in Celestia's academy, and Scootaloo needs to spend time with other pegasi her age."
"Other pegasi her age are mean, self-centered brats," said Rainbow Dash bluntly. Â "I should know. Â Besides, you could have taught Sweetie Belle everything about magic she needed to know, and I could teach Scoots how to be more awesome than any stupid-old school."
"Maybe," admitted Twilight. Â "It probably would have been less expensive."
No more words were exchanged for a long time, as the two friends stood side-by-side on the castle roof, looking into the distance and watching Canterlot and Cloudsdale burn.
