See, the important thing to remember is that the Traditionalists and Equestrians First are the real villains of the story. The Metaponies Daniel West goes up against are either after the price placed on Reverse-Flash's head by the Traditionalists, are are heroes, or serve Equestrians First. Anyways, here are some of the villains I've devised so far.
Eagle Eye/Deadshot
???/Mirror Master
???/Captain Cold (can't use Starlight this time)
???/Golden Glider
Trixe Lulamoon/Abra Kadabra (due to her being in the middle of a performance when the particle accelerator blew, she becomes something of a mind games villain, like Mysterio or Scarecrow.)
Amadeus Blueblood/??? (still working out his powers. He acts something like Eobard Thawne from Season 1 of the Flash. I even have something like this planned for him and maybe Shining Armor or Evening Glory.)
That's all I've got so far. Thoughts?

How about for Mirror Master you use a pony version of Juniper Montage from Equestria girls. In the shorts one of the times she appears she uses a mirror to trap people so it doesn't seem like to much of a stretch to use her has Mirror Master
