Yes and no, personally I've found with Blender since I've been using it for the past four years it's easy to learn, but hard to master, possibly easier for me, because with Blender I already know the UI.
Good animation requires form and personality, as well as natural, smooth looking movement. The "natural" part is hard to get right, but you can usually look at real life videos of similar or the same creatures as references allowing it to be easy to know what it should look like, "form" and "personality" are harder to do, because they have to relate to a specific character, creature, etc. Since you probably shouldn't copy the form or personality in videos, because they need to look unique and copying can make them less so, meaning you should probably only use them for reference, but perhaps copying them and then putting a twist on it would work.
I don't have a full understanding of animation myself, yet, but that's why I've been learning it in the past two weeks and so far I'd say I'm doing pretty well, for a beginner.
