Many of the Russian people seem to believe NATO and Ukraine are an existential threat to the country. It seems like he's trying to convince them that not only was Ukraine about to invade them, but that NATO was installing nuclear weapons closer to Moscow. This puts the average person in a real pickle. Operations like that would be carried out with with the utmost secrecy, so it's entirely possible he's being somewhat truthful about the situation. Without military intel, we can't know. There are a couple reasons he might be lying though. The first is that Ukraine's military power is far lower than Russia's. Even if they invaded, they could easily be held off. The second is that NATO has a history of actively trying to prevent nuclear war. A sudden change in posture doesn't seem that likely. It would pretty much be out of the blue. Even when Bush ordered the invasion of Iraq, his initial reasoning involved preventing the use of WMDs. My ultimate goal is to be informed and make sure the truth comes out, so I'll leave you guys to do your own research and come to your own conclusions.
