Sweetie's parents... who knows. I'm pretty sure they're terrible parents so just go with that.

Well, the first time you see Sweetie Belle's parents, they are dumping her off with Rarity. And despite how busy Rarity always is, we see Sweetie Belle with Rarity far more times then we see her parents...

The writers probably didn't consider scootaloo's parents yet or had different ideas than what eventually became canon. As for sweetie belle they were probably out of range on some trip.
