But that's just a basic summary of it. I'm guessing either The Legion's Caesar either wasn't proposed or actually was proposed but was cut because of either a redeeming/sympathetic quality cropped up or he simply failed the heinous standard.

I'd guess their group, Caesar's Legion, is so evil that Edward Sallow's evil isn't sufficient or stand-out compared to them. A CM has to be evil even compared to the evilness of their associates, And the Legion has set a high bar for that.
