So fumbling together some more lore for the council and other aspects of the city that are not covered in the game.

So i know for a fact that im going to need to expand more on such topics as the council, the "rehabilitation" mentioned by Urta and a few other things that i will no doubt realize right before i retire for the evening.

Anyone have any thoughts on these subjects?
