EIA's most wanted Villain list. They are classified into different names, different profiles, do not approach targets, do not say aloud in public, do make contact with, unless with authority. Each has their own 'Hostility Level'

Hostility Level 5: Common everyday Villains. Do not pose a strong enough threat to society. Can be dealt with easily with little or no effort.
Hostility Level 4: Partially a risk if not dealt with. Above normal readiness
Hostility Level 3: Strong enough to alert the Royal Guard. Targeted to be cleansed. Possible need for the Elements of Harmony under given authority.
Hostility Level 2: Extremely dangerous. Enough to trigger Martial Law. Armed Forces and Royalty required for Removal. Unless called for, Elements of Harmony will engage the threat in 6 Hours or less. Next Step to Level 1.
Hostility Level 1: Inexplicably Dangerous, Godlike status. Pose a Critical Threat to all of life, Stallion, Mare, Foal and everything around them. Are only to be dealt with the Elements of Harmony bearers. No exception to be undealt with.
