Harmony and the Story (Earth's equivalent of Harmony) have very different priorities. Harmony has an agenda of maintaining peace, order, and happiness. The Story's agenda is it doesn't want to be bored.

In short, Harmony is young and idealistic. The Story is old, and just wants to be entertained. Plus, the Story doesn't like things getting repetitive; that's boring, so it is unlikely to copy what Harmony is doing.

Also, there is the Narrative, which is the closest equivalent to the Tree of Harmony as in it is a method for the Story to influence some things just like the Tree of Harmony does for Harmony.
