It's her coping mechanism. She feels guilty for being angry at Rainbow when Rainbow wants to give her a home. So before she left to say yes to Rainbow's adoption she wrote a letter to figure out her feelings.

The end with Rainbow being cause of her mother death was pretty weak.
How would she even be able to make storm alone? Maybe hundred pegasi would be able to make storm but for one it is impossible. I hope you realize how storm is big and that one pegasus would never be able to make one.

Exept for one I didn't cry because of feels before a whole year ago.
Don't say I don't have a heart, it's just that it hardened with time and feels.
