I understand what you mean, but maybe try using the terms that apply to autism? 'low' refers to 'low functioning', or, y'know, 'incapable of communicating and functioning normally'
the term you were looking for is 'high functioning'

Actually they still do use Asperger's (I have psychiatrists in the VA that swing from AS to Higher Functioning.). But yeah most people incorrectly see Autism like this.
Although you're right by saying that low-level means that they are incapable or would have an extremely hard time functioning. Although you do have the rare Savants who are utter geniuses in one specific area, but non-functioning on almost every other level.
