Even when dealing with immortals this is a bad idea (And sadly even if they do change the law Twilight has already committed the crime and still must be convicted or it is practically the same thing). While Twilight breaking the law only saved innocents if she is not punished then next time she can justify killing one innocent for the sake of a thousand. Slowly she would become more willing to sacrifice innocent lives for little gain until she would become willing to kill simply for convenience and would become a tyrant. Not to mention the story has hinted that Twilight is long lived since Celestia was tempted to stone her
There are actually several major moments in western history that proved the need for this ruling. The Magna Carta comes to mind to be specific.

Alright, I'm sorry, but as well as this is I just can't find this realistic at all. The mere notion that Celestia and Luna would allow laws like that to even exist is just ridiculous. Even if their parents set up those laws... where are they? Laws get overturned. And with their approval rating, they could've overturned the law long ago via a hate-the-magic-not-the-wielder thing and nobody would blink twice. Especially if it's to protect, you know, the pony who has saved the world countless times and used this 'unforgivable magic' to save countless lives.
Twilight saved Luna from insanity, and she's just casually ignoring that in favor of a law she has no love for. Celestia raised her from childhood and she's just caving so easily. Then again, you mentioned she saw a plan in Discord's smirk, so it could be she's just putting on a show and letting Discord do what he does best.
And Discord helping, over threat of prison? How? He's Discord. Unless they got a Tirek or a Rainbow Power - missing Twilight for that - to throw at him they can't do anything to him. Or is he not helping and I'm misreading it.
But despite all that, the premise is extremely contrived. No matter what law their parents would've made, their parents are gone and the ponies love the two of them. They're immortal, they could've had CENTURIES to change public opinion to repeal that morally bankrupt excuse of a law and there is zero reason they would not have.

If there is precedent for committing terrible crimes after having tasted blood magic, then it is quite reasonable to exile/banish/execute the party in question. Celestia and Luna are not useless peacetime leaders or limited beings, they are nearly immortal beings who have the well-being of Equestria and perhaps the world on their shoulders. It's hard to know what they would have done in such a circumstance, but it's really the use of blood magic on others that probably doomed Twilight, at least outwardly.
Celestia and Luna must maintain the law in order to keep order. It would be far too easy to suspend the law whenever you feel like. but it would destroy it's validity. The law must apply equally to all or it isn't really a law. I think their threats to Discord are without backing and Discord wanting to help has next to nothing to do with what they want. There is nothing morally bankrupt about ending a guaranteed threat before it begins. I doubt that they maintain it solely on public opinion, since it's implied that Celestia was responsible for the restriction of the knowledge. Celestia is caving to the inevitability that they must act on it. If they fail to enforce the law they undermine their own system.
