The one who would care the most based on tv show are Twilight and Fluttershy.
Then other mane6 and Spike. Then 2 princesses since they only used him to give him assignments.
If you consider comics then also CMC were his best friends. So they should probably said something too. And probably titled as "Loss of a Crusader" since he become a honorary member. Also Zecora and Baast knew him well.
Other than that the only other characters that met him were Cadance in Threes a Crowd and Shining Armor with bg ponies when he attacked with Tirek.

I suggest adding three more ponies: Pinkie Pie, Spike, and Rainbow Dash.
For Pinkie Pie, I think her and Discord could become good friends. They could pull pranks and stuff.
For Spike, I think they could have had some sort of bond as well. Spike is a dragon that is different from everypony; same as Discord. I could see them becoming friends to relate.
Now Rainbow Dash is one you could add a little twist to. We all know she dislikes the guy, but might have developed some sort of of respect over the years... or admiration at his skills in pranks.
Also as a bonus you can add a Guard or maidmare that had to deal with him alot and developed some sort of feelings for him; whether it be good or bad.
