This is starting to feel like that story about the hen who baked bread, asking the other farm animals to help, but all of them always making excuses.
Probable error:
Celestia grumbled as she searched her mind for a anypony who could fill in for her sister.
Unnecessary curse word, otherwise a fun, silly short read.

Blueblood is one of Celestia's Heralds; her most competent, loyal, trusted and beloved citizens, and the first she has throw themselves into harms way. Blueblood prefers gritty, dirty, violent assignments, but he can handle this.

Now usually I would be the first to accuse Celestia of massive incompetency and passing off her workload on other ponies (mostly TwiTwi), but in the case of Discord I have to be fair: she could no longer use the EoH and thus was powerless against him.
... Now what we SHOULD point out is that she had no excuse not to help the M6 find them.

And those are just two. But yeah, laws are many, many pages long. Heck you have government agencies / officials constantly trying to slip statues / laws that will benifit them hidden on things like page 137, or page 64 subsection 5. At least before it gets found and forced to be removed (unless they get lucky).
So yeah, a multi-page law is totally something that happens in real life. All the time. We as civilians either just get the gist of the bill, or only bits of peices of what's in it. Like how it's illegal in florida to bathe naked, yet it's a law that thankfully isn't enforced, yet other than how it's illegal (like having sex with a porcupine (actual law)) Noone really knows more about it than that.)
Add in Celestia being a glutton for punishment, it's not unlikely that she'd deal with laws that are thousands of pages long. By herself, and then wake up to do it again the next day. All because she doesn't tell the nobility to shove it, or give the burden of that paper work to others.

If by dirty and gritty, you mean refereeing the "Mare's Mud Wrestling" league, or watching the maids arrange his collection of pony tears taken from the eyes of fillies he torrments at night to fuel his dark rituals. Then sure. Dark and Gritty is him alright. But mostly he lounges about and sees if he can out decadence his friends into a coma.
I just hope he doesn't forget his royal beer bong like the last time he "negotiated" with the griffons.

What she's not being a bitch. She's stressed. 1,000 yrs carrying the weight of Equestria unnescessarily all on her back. Doing a job that is lethal to mortals, in more ways than one. And she needs her sister to step up to the plate and help lessen her burden. But instead, in every thing that could have made Equestria a better place, and given her a 10 - 12 hr break (rather than her normal 4 hr one between 10 hr shifts).
Her sister, whom she has worked (to the overlooking of 6 untrained fillies who are barely old enough to be considered mares, that she sends to almost certain death all the time) to make the world one that she would be proud of and would accept her. Turns around, and doesn't do anything to help. At all. Alliance with Saddle Arabia that would have benefited Equestrian economy? Nope. Griffons where causing problems, lets send Blue Blood instead. Now, Orphanages need help? Let's screw Scootaloo, and ponies like her!
So yeah. Stressed, super stressed. Not a bitch.

You give Celestia entirely to much credit. She doesn't do that when sending off Twilight and the Mane 6 to god level threats. If she says anything at all it's like, "This is [insert name]. Here's where he's located, deal with it."
It's her fill in the blank quest dialog for everything from Dragons to Sombra. Otherwise she says, "Hey! It'll be a good idea to go to X place. Don't stress the details."

Then the tree got bored and decided to send her on a fetch quest, so it could give her the worst castle in the world (but Hey! It's a tree not an archetecht, nor an interior designer). So it could just send her to even more vague doom with less information that Celestia had the habit of giving.
So in a way, Celestia's gross negligence on training and prepairing civies for combat situations turned out for the best. Since they are used to it by now and aren't bogged down by such things as safety, or knowing what's going on, or being told just what god level threat / fridge horror / monster they are supposed to deal with.

Yeah, they kinda have to be long to make sure all bases are covered and minimise the risk of people abusing them/finding loopholes to legally harm society. A short law is a vague law, and a vague law won't stand up in court.
Should be Alliance. 'Allegiance' would imply that the decree would put Saddle Arabia in charge of Equestria.
