She planned to murder Chrysalis in a brutal and painful fashion, while simultaneously removing any potential fallout from the Changeling spies. She also wanted to keep Equestria stable, which meant preventing the nobility or the commoners from rising against her in a civil war.
If she could find a way to do it while making the ponies of Equestria love her, hey, bonus.
