Nothing but respect to GV, but I have to disagree here. Doesn't this fall well below the minimum word count? I'm surprised that this wasn't DQ'd.
We know nothing about the narrator's character. Who is he? What is his motivation? What makes him tick? Even if you don't reveal all of these tidbits outright to the audience, you as the author needs to understand them, or else you risk your character seeming inconsistent and undefined, rather than enigmatic.
Ugh, embedded hyperlinks? I get that you're trying to worldbuild with this, but the external format just breaks the immersion. Consider weaving this into the narrative.
Even with the supplemental material, I'm still not sure we've hit the minimum wordcount. The interactive elements (GDocs, and perl! perl!) are commendable in their novelty, but I suspect you're misjudging the attention span of most of the readerbase. I'd recommend a means of making the interactive section optional. For instance, "if you want to go about voting for your favorite fics, here's how. For readers who don't want to put in the additional effort, you can simply vote for the following five stories" and then tell them five fics they should vote for (I can provide you with a list, if you'd like). This lets the lazier readers feel like they're contributing just as much.
Oh come on. Author, you name-dropped yourself on page 3 of the pdf link! This competition was supposed to be anonymous. If you can whip together a pdf that removes the name-drop, and get in contact with Roger, he might be willing to update the link for you.
Still, it's not all negativity. You included math theory and perl scripts, you were mostly-effective with your use of an enigmatic narrator, and yours was the only fic ballsy enough to end on a full-blown cliffhanger. This was a solid effort, so don't feel discouraged. Keep writing!
