I can't say that their value on life is morally wrong to me though.
I can understand some problems don't have a solution where everyone comes out alive, but I'd think that a scenario where that was possible would be far more desirable comparatively.
Not all criminals deserve to die. In my oppinion, no one 'Deserves' to die. and lets be honest, if we compare the thieves to Prey then I'm pretty sure we know who's done worse things.
Prey's view comes from a time of war where his mindset is the 'Right' one, if you wanted to ensure that you live to see another day.
Several decades have passed since then however.
Comparatively I'm sure that people that grew up or lived during world war 2 had a rather different mindset than we do today.
Neither side is necessarily wrong, And out sympathy for Prey is largely derived from the fact that we can sympathise with his backstory, his suffering and pain. And on account of him being the main character. In any other perspective, he would most likely be the antagonist, but here he's the protagonist.
He's professed multiple times that he plans to kill all of the solar guard. Who so far may have been at worst professional assholes with anger issues and at best politely ignorant.
We shouldn't root for the murder of innocents, but somehow we find it ok, since we follow in the shoes of the main character.
I think I may have started rambling a bit, so I'm gonna stop now.
Just wanted to say neither side is intrinsically wrong in their beliefs, but that we're slightly biased towards the evil side on account of the main character.

Prey is not a nice person.
He might've been once, if harsh realities hadn't happened, but he hates the ponies for having peace. When you look at it, it's just plain jealousy. Prey is a murderer. The Resistance were not the good guys, they conscripted child soldiers, but to the child solider, the 'enemy' are the bad guys.
Who's wrong and who's right? Certainly not Prey.

As horrible as Valour is towards Prey, if we look at things objectively, he's the kind of officer you'd want to command your law enforcement troopers: he obviously cares about both the soldiers under his command and the civilians he's sworn to protect, and his paranoia about Prey is entirely justified: Despite his tragic past, Prey is a hardened criminal who's totally planning on escaping and murdering Valour and the other Solar Guard. Hell, if anything, Valour is not paranoid enough.
