Sunset Shimmer sexing up Lonestar doesn't really strike me as bestiality. The "animals," in MLP act like people anyway. As long as both parties are smart and emotionally mature enough to give informed consent nothing else really matters.
What does strike me is how selfish Sunset Shimmer is being.
She knows her penis is magical in nature and has no idea who or what it can get pregnant. Lonestar is in heat. The Apple Family has to provide and care for any foals produced. We don't know if the human Apples struggle as much financially as the pony Apples but raising a new foal isn't cheap.
Then there's how she treats Applejack. Sunset used to be an evil manipulator. She tries not to be that person anymore. At least she did until lust took over. Her attempt to get AJ pregnant is pretty manipulative. She springs her desire for children on AJ in the heat of the moment when AJ is overcome by sensation and lust and only gives her moments to decide. Consent is only really consent when it is reasoned and informed. AJ was in no position to make a decision that big.
Essentially if you really think about it Sunset comes across as having regressed into a selfish manipulative bitch.

A) This isn't Equestria and animals are shown to be seen the same way they are here, so technically it would count in this world as bestiality, but Sunset can communicate with Lonestar, so it would be a moot argument.
B) From what I can gather, that is the point of this fic, that Sunset's lust is making her take on a more sex-oriented version of the old her, sort of an over-dominance thing. She is the master, and everyone else will bow to her and her new cock, and they will take whatever and whoever they want
