Are you talking about me as the writer or Celestia as a moral agent? If the latter that's sort of the point of the whole story, just look at the opening quote. Try and guess to who it's referring to. Though I probably should add a part about her doing this for the sake of stability, in the face of an essentially unannounced max Exodus just to really hammer in that she (wrongly) thinks she has no choice.
If the former admittedly I'm not as much interested in the military logistics of the scenario but I was striving for some realism. If Celestia showed up in 21st century earth, cured covid for free and ended world hunger people would not only prefer her to their leaders but might even die for her cause.
Once the point where she has a large human following is reached, one in which she actually attempts to work with and not mass convert into drones asap, people who could help her understand human politics and behavior, and maybe even recreate human technology. Then it becomes clear that the odds would be in her favor, even if we ignore stuff like just how op a well educated changeling would be at Espionage.
