I'd like to offer a rebuttal of sorts in defense of my client -puts on Lawyer glasses all snooty like and looks down at you through them- ....
Anywho on a serious note about what you said, She could have easily made it so they could all go to a different school and made it so only that Dean wouldn't have the money that she generously donates out of her own pocket. (Not the royal treasury, but the money that she put into a bank and waited many many years to accrue a metric butt-ton of interest on it (AKA her own butt =P)).
Now onto a different matter altogether, I am enjoying the story but I honestly feel that at some points the story is just sort of.. dragging its feet at the pace it is going, I understand the need to show character interactions but couldn't you have tacked this on at the end of the previous chapter and made it longer? or did you specifically want this to be an intermission only kind of chapter? like.. Optional read sort of material (So to speak).
All in all though i'm truly enjoying this story and I can't wait to see how it all pans out in the end.

As far as I know, assistant Professors are mostly (older) students themselves who just helping the professor getting everything ready to teach, make notes for him and stuff like that.

Tyrant CelestiaPrincess Celestia in this story.5383362 like what Truekry said, Assistant professors are usually the older students who help out the teachers and do the menial tasks to make being a teacher at the school a lot less stressful. Now what Shining did was absolutely stupid and he shouldn't have done so in such a public thing since it COULD reflect poorly on Cadance.. but that right there is the case she is making with him being a complete knucklehead.
Also it is implied that the money Celestia is donating is keeping extra curricular stuff running, not the key important things like the educations. Stuff like their sports, and clubs and the like were being funded with her donations. if she cut that funding (Again this money is from her own pocket, extensive as it is.) then the students would have to find a different place to do all of that.
Besides you don't know the specifics of what was fully said, it could be that the dean is a complete and total high society snob and had other motives or some other random thing that I don't care enough to speculate on. (Not saying that is the case, but you shouldn't go brow beating someone without knowing the full story.)

The dean acted correctly. Shining disturbed a lecture. Every student, even a prince, would have a talk with the dean about that. And Celestia acted like every other rich member of Canterlot, because that's the language spoken there. Also, punishing somebody for being in love? That's ridiculous as it sounds. Inviting is mother for a talk for something like that is ridiculous too. So while the dean was correct, he was overzealous dealing punishment too. A stern talking too and a reminder to keep it outside of the classroom would have been enough.
And I'm with Celestia on this one, that is not something for him to decide. He needed to be reminded who was in front of him. (All off of this is mostly based on my experience with teachers who think of themselves as gods gift to humanity and can do what ever they want in their classroom.)

I'd like to know how a society can function with banks existing that
ownare in possession of more money than actually exists. That isn't feasible, banks collect interest on loans, and get the money to lend by paying a paltry sum to investors. What you've got here is an investor who literally broke the bank.
