My own first thought was Twilestia through the avenue of Nolight.
Honestly, I could see this Celestia doing it purely to troll the ever loving hell out of her and stringing her along (may or may not bang her for added amusement), while Celestia also uses her master-level manipulation skills to occasionally make Twilight question Celestia being completely insane, secretly a male, and a massive illusion set up by Luna because Nightmare Moon actually won and the real Celestia has been trapped on the sun for over a thousand years and everything to do with her has been a lie.
You know, just a few small personal questions of no real consequence.

To tell you the truth, I haven't completely compiled the list, but those above it would probably include TwiDash, Fluttercord, and possibly... whatever you call Vinyl and Octavia, but only because I feel like Octavia could do a whole lot better. I know there was one more I was going to include, but I have no idea what it was. Maybe you guys could list off your least favorite ships and one might ring a bell? I would also like to hear what the two of you have to say about horrible shippings.

I'm not a shipper, I don't list them by pairings but by story instead. If the story is good and solid, with a well written cast and an engaging plot, that's all that matters to me. (Kinda why I'd be down for a No x Light story, I know that I'm not going in for great political drama, but Guano crazy shenanigans)
That said the worst shipping story I've ever read would be "Defender of Justice, King Sombra!" (Sombra x Redheart), for no fault of the pairing, but for the fact that Sombra is written like Fluttershy, with all of the depth of a wafflebear (man I'm gonna get hate-mail for that opinion).
I might include TwiDen (Twilight x Harry Dresden), but that one only shows up in Flesh Masks, and the fact that Harry Dresden has less luck with women than the Titanic had with Icebergs.
I'm gonna disagree with you on both TwiDash, The Benefits of Friendship come with Consequences is probably the best TwiDash story I've read, and I'll hold it as a great example of the pairing.
Similarly TaviScratch (Octavia x Vinyl Scratch) works for the reason you say it doesn't, Octavia could do much better, and some of the best stories play off the fact that Vinyl Scratch is very much not the high-class socialite mare that Octavia 'should' be dating. Let me direct you to Distaff Pope's Royal Ponyville Orchestra series, with Foal Fever being the standout. Also I want to point out that any time somebody says to me He/She is too good for him/her it pisses me off, who the fuck do you think you are to say that about someone else's relationship, real or not.
3962166 I don't think stories about how a ship doesn't really work are good examples of why and how the ship works... but I can see why you would think so; I've always wanted to see Sweetie Belle shipped with Liberty Prime simply because they're hilariously mismatched, and if I were to read a story in which that happened I would definitely enjoy it and possibly try to defend the ship like you are now. But I'm probably misunderstanding you to some extent, so there's that.
Would you believe I only read Distaff Pope's stories because I searched the word 'Pope' on this site wanting to see if the Roman Catholic Church ever appeared, and got sidetracked?

Yes, yes I would because I spent an evening going onto favourites list, clicking on some of the ones I don't regularly go back to, rolling a d8, and using that to choose a story at random from the Similar sidebar, and then I'd do it again, and again.

EDIT 1: I should probably clarify that to me the point of a romance story isn't the romance, it's the conflicts caused by the romance. The romance is the climax of the story, the ending, the curtain fall, the actors bow. The story is about the conflict, and a story without conflict (of any kind) is just straight up boring to me. Which is why I hate "Defender of Justice, King Sombra!" it doesn't have any conflict to it. Sombra himself is just making his own life harder because "I used to be a monster, I don't deserve anything good or wholesome, or nice" angst, angst wangst.

At first I was gonna say "I 'unno dude, why would I have that authority or knowledge?" But considering this Celestia is different enough from the canon (maybe) I guess I kinda do call the shots on her mindset and why she would do what she does for this paticular fanon universe.

Well, Celestia wouldn't fake a relationship with herself unless she had a good reason. Or if she was bored and wanted to mess with everyone. If she wanted a colt or marefriend she would probably just get one normally if she really wanted. Although with this Celestia she's become disconnected enough that she wouldn't really be able to actually connect or open up enough with a normal pony. I suppose there would be two motivators to say Nopony was her lover to anyone, and that's so she could legally claim parental ownership of Scootaloo as both of her halves, or so she could screw with Twilight. In those cases, yes, it would definitely be the Canadian Girlfriend Syndrome.
She isn't sexually into herself, nor is she sexually turned off by herself. To be honest if this story was rated M I wouldn't put it past her to make an opposite Nopony/Celestia sex clone just for the sake of spicing up her own life for a little bit. With a case of it being one of the few things she hasn't done yet to entertain herself. Considering the universe runs on rule of funny, either Scootaloo or Twilight would walk in her, and the original Celestia/Nopony would simply look up and say, "this is exactly what it looks like."
