(Canterlot Central Intelligence Organization) But when an event occurs at the C.C.I.O. headquarters she is forced to reveal the truth, and the main six meet a special pony.

So SMILE was and or is run by Celestia so the C.C.I.U/O is run by Luna with a council without the knowledge of Celestia. And as for FROWN Twilight lives in secrecy. I didn't explain the AU very well so a later chapter might be dedicated to explaining this AU.

Well Luna and Celestia share different ideals and opinions so Luna having one thing that her sister doesn't know makes her feel like she has leverage. Also SMILE is sort of off and on.
