That has to be what was going on. It's pretty much the only time AJ has missed anything. Those are the most hideous dresses Rarity's ever made (and they were never used and she didn't care.) Nopony, excepting Twilight and Rainbow Dash, gave a single crap about what was going on. We'd seen Fluttershy try to fly fast before. She didn't. And she kept fumbling the horseshoe, like, constantly.
This is what I suspect: RD pressured Fluttershy into trying out for the Equestria Games, and Biceps was the only other pegasus available. Every other pony on the weather team could see the drama from a mile away and mysteriously was unable to try out for the team.
Twilight, or maybe Pinkie, told AJ and Rarity what was going on. Both of them knew what was going to happen before it did, but a vacation is a vacation so they brought along plenty of booze and snacks and headed over to the Rainbow Falls to spend three days having fun and getting sloshed. Notice that they weren't remotely engaged in what was going on, or honestly with helping with the training so much as they were with acting silly and goofing off.
Of course, there was really no reason for them to. Nopony cared about the thing except Rainbow Dash. The entire conflict of the issue was created entirely by her, and through her fairly immature behavior. Twilight, I suppose, thinks she's a real princess now, and so took it upon herself to take Rainbow Dash to task, but everypony else was just hanging out, being drunk.
Maybe my favorite episode this season.

Frighteningly enough, that explains everything. Including Bulk Biceps, he wasn't this bad before. It would explain why Fluttershy wasn't nervous too. EVERYONE WAS DRUNK. ALL OF THEM.

This makes a frightening amount of sense. I’m going to have to re-watch that episode now.
