Equestria is the first state France contacted during the transition event, the country has significant capabilities which might threaten French security but as of yet hasn’t used it to attack France. Based on findings done by DGSE, Foreign Ministry and Defense Ministry researchers, it can be concluded that Equestria is by far the only reliable ally France has on this new world.

Equestria’s magical capabilities is nonetheless a concern of ours and as part of your policy, we have conducted significant magical research with both Equestria and Amaterasu to improve our magical capabilities. Nonetheless the simple fact that humans are not direct conduits to magic proves to be an obstacle for our researchers at CERN and any other research facilities of note.

This report will assess Equestria’s magical capabilities, determine how much of a threat the country pose to France and what Equestria’s foreign policy ambitions entails. This report has been exhaustingly researched by both DGSE agents, Foreign Ministry diplomats, and Defense Ministry officials to provide a fair and balanced view of the situation concerning Equestria and the nation’s relationship with France.

Conclusions:

1) Equestria, due to the simple fact that they are allies to France and engage in significant economic partnerships with France is unlikely to form a threat to the country, even more so as an existensial threat. Contacts in Canterlot as well as reports from Ambassador Julien Thomas has provided evidence that Princess Celestia and Princess Luna should not be a concern to French security.

2) The possibility of a coup happening in Equestria is incredibly low. Not only are the Princessess approval ratings some of the highest the country have ever seen. But recent actions taken by Celestia in order to protect the country from Changeling incursions following the war has legitimized their rule in Canterlot and throughout Equestria once more. The nobles as of right now has been assured that their loyalty to the Princessess are not mistaken.

3) Equestria’s foreign policy ambitions currently does not clash with France save with minor issues concerning the Dragons in the Dragonlands. Equestria has aimed to be allied with the Petty Kingdom of Griffonstone but as of yet outside of some minor expeditions haven’t put in any major effort to court the Griffon leadership. They also do have aims to be Amaterasu’s premier trading partner and ally but this conflicts against the interests of the nearby realms of Keun San and Dong Fang. As part of their Great Barrier foreign policy, Equestria has been most cooperative with France and other countries bordering Equestria

4) Princess Celestia and Princess Luna, upon the conclusion of their first tour of France from January 2016 to March 2016 has both formally and informally concluded that the country is in need of modernization and has taken steps to formally industrialize Equestria with French assistance. This will impact on the Equestrian economy and might cause friction between the local ponies and the princesses.

5) The group known as the ‘Mane 6’ possess arguably the most powerful known magical artifacts to date. They are a group of six ponies who reside in a town called Ponyville just a couple of Kilometers south of Canterlot, the group has been cooperative and it would be wise to maintain good relationships with both the Princesses and the ‘Mane 6’. The artifact they are carrying are known as the elements of Harmony, said artifacts possess enormous magical capabilities and is known to seal known enemies of Equestria such as a reality warper known as Discord as well as an entity possessing Princess Luna of Equestria known as Nightmare Moon

you could add here that they are also able to banish an entity that is possessing someone (the incident with nightmare moon....) and do it without harming the one possessed.
