The world is unified. Peace has returned after a hard-won war threatened to turn the many races upon one another. Now unified with America at the core, things seem to be improving. Still, ask any human, it's just a matter of time until issues appear.

I wonder if that company with the balloon idea is still available, Repuposed Met balloons have an awful large ground print. Couple with thin film solar, and phase link arrays and MESH processors? Use a modified Almanac uplink to use the GPS on the balloons to target themselves using groundside fixed points then rebroadcast corrected signals back down so existing recievers believe theyre using satelites? Hopefully they can approach first gen GPS again?
You'd need a lot of these baloons all over to get a good cross-signal, I imagine?

Fot bandwidth you need a lot, but thats what MESH allows, through next gen phones eventually. The main one is GPS is jsut the transmitted signal. Going off a very rough calculation from personal observations of ground side horizon distances and considering altitude, If the floating around can be controlled for, then as few as 25 or so ultra high altitude met office balloons could act as temorary and cruder GPS sat replacers for the whole USA?
It just occurred to me, but Equestria has access to portals. Portals that, at the very least, can travel all across Equestria and at their peak can cross time and space and reach completely different worlds. If they can get a portal far enough into space, then they won't even have to worry about building rockets to escape gravity. They can just walk into space, carrying whatever satellites they want to deploy from there.
Speaking of which, I'm sure there's a few satellite agencies out there more than willing to ship their satellites to whatever nation is capable of deploying them, and any company who relies on them willing to move its business there.

Moving a business is much more easily said than done.

Oh absolutely, but when another nation can provide what your current nation has prohibited, and potentially do so at a fraction of the cost, that starts to become a really appealing thing to consider.
At the very least the threat of moving could be used to shift their own government into action to reverse the current prohibition. If it works, cool, return to business without additional investment. If it doesn't, well, you now have a plan B.

Bottom line: They take up the offer! And start production in 2-5 years. The leadership of America may change in that time, and you may have wasted your money. It's a huge risk.

It is. But then, so is every investment. Worst case scenario, America changes its mind and they have sunk a lot of money for another facility in the works in Equestria. But even that worst case scenario has potential upsides, after all Equestria is already planning to make its way into space regardless of what America decides from now on, and they will eventually want their own satellites. A facility in Equestria would mean they wouldn't just have a foot in the door there, the door would be open with tea and cookies waiting.

Potentially magically delicious cookies.

Pinkie Pie will neither confirm nor deny the use of magic in baking the cookies, but she will confirm they really are delicious.
