Snowflame is at the same time one of the stupidest and one of the greatest comic book villains ever to be created. He's a guy who's powers are activated by taking massive amounts of cocaine. He would say stuff like "cocaine is my god and I am the living instrument of its will" or something like that.
He was created for the short lived DC New Guardians back in the late 80's I believe, died in the same comic but has enjoyed a bit of a renaissance due to Linkara and his review of said comic book.
