In this case, I don't think it counts as Necromancy. If this were a tabletop fantasy game, this would probably fall under something a Cleric might do. Though why a Cleric would be trying to Soul Transfer someone from one body to another instead of getting someone to simply use Reincarnate I don't know. Though chances are with Twiggles that if they reincarnated her they'd probably get something not-a-pony at all, and also unable to use magic. This then, would lead to Twi detaching her soul again on purpose this time, and demanding she keep being reincarnated until they got at least something that can use magic again.
Destroy the second body so she doesn’t explode again when she returns to her body.
