Clopfics is a name for fics involving sex, not romance, i read quiet a bit of rape fics where there certainly wasn't any cuddling involved, end start or middle and they certainly were clop.
Clop tag wouldnt have a meaning for one thing/theme. (you could say sex is the theme, but it isnt as it doesnt tell you anything about the story itself and you would still need other tags, but thats then useless since its mandatory to have the sex and mature rating for them anyway).
Its like having a pony tag for stories even though its logic that unless it has human or anthro that its pony.
