For the "Dragon Level". It's from the Disaster Level that tells the Strength, and Destructive Power of each Monster. And a Dragon Level Type Monster can take out Multiple Cities!!!

That or they happen to be like certain Pokemon like Salazzle or Nidoran Q who turns into Nidoqueen. Female only species. Could be that they only birth females because that's how their kind works. Gaos from Gamera might be the same way given the 3 were all female and could still lay eggs ready to hatch, also presumably female.

Dragon level is a highly dangerous level I believe. Sea King might've been that and he wrecked A ranked heroes like nothing.
Naga is a snake monster, usually with a human head and snake body though I suppose they might have a Lamia Variant of their species. Orochi is a 8 headed Hydra of Japanese myth. Orochi of One Piece was one because of his devil fruit. Nurarihyon is suppose to be the leader of an entire Yokai clan that parades an army of 100 at night or something.
