Wheels are force multipliers of unequalled utility. They are one of the greatest early inventions for a reason. Pulling anything along on wheels is much easier than carrying that same load on your back.
Even if the cart were heavily loaded, adding a pony's weight to it would be a lesser burden than having that same pony carry another pony on their back.
For reference, a general rule for a horse and its rider is that the rider and tack (the saddle and all riding equipment, plus any cargo such as panniers) should be no more than about 20% of the horse's own body weight. Up to 30% is doable, but it depends entirely on the horse's strength and build, and isn't recommended.
How much a horse or horse-like alien in fuzzy candy coating can pull varies, but double their body weight is considered an average.
If you use the feats of strength in the show as a baseline, then MLP ponies are significantly stronger than terrestrial ponies, and certainly able to carry great weights on their backs. Even accounting for that, however, any pony that needs to transport another pony ought to do it with a cart if one is available. This is especially important if the pony being transported is severely injured.
Unless the cart has a broken wheel or axle or the harness is completely unusable, those ponies need to put their wounded friend on that cart and pull it. No exceptions! Zero! Nada! Nil!

Emphasis on "if available"; the cart is too full of random things to count as available, and the two need to share as much of the weight between them as possible. It's a detail I put in because I thought it necessary in order to transport Iron, so I don't have plot reasons why it must be this way, I just think it's more logical. I'd need to run the numbers and see.
