I'll have to defend the faculties a bit for not stepping in earlier. Can't have Anon changing his mind later and blaming the school more than the students.
It is around this generation we are at where older gens, especially the Silents and Boomers, are not technologically agile. Even some Milennials can be set in certain ways about technology.
That being said, the main subject would be Sunset's main teacher/care person/lecturer. They should be the first to notice odd behaviours in their main class.
Then it should be the principals who should notice the oddly unhappy and aggressive atmosphere in the school.
Even if they have a meeting about this oddity, it is not as fast reacting because they don't have a clue what is happening. A day or two may have already passed before they might have heard about Anon-a-Miss. Then they have to identify if it is within the school or outside.
Then comes the generational gap. They didn't deal with e-bullies in their time, especially not as egregious as identity theft at such an age. We don't have a timeframe when Anon-a-Miss started to when Sunset left for Equestria, but I believe by the time Anon came along, they might have been toying with waiting for it to pass or getting authorities involved.
Tl;dr
There are reasons why schools can have such odd rules like "no metal lunch boxes" and some such. Some don't realise it could be a problem until it happened and it would be too late to prevent. Teens are unpredictable

Yep, and there can also be other factors at play as well. There's something that Celestia and Luna haven't let Anon in on yet, but is revealed in the next chapter, that finally puts more light on how this whole mess was allowed to go so out-of-control. It certainly doesn't excuse any of it, mind.
That made me somehow think if Anon could make a computer program to do it for her, and at the same time, if Anon could take some souvenir to Equestria? Not sure if she could want anything as not many things could be of use.
Also, I imagine Anon hitting the head with the wall when she come back to Equestria and learns about Gabby Gums and thinking that maybe she could had done something with the information before.

I don't get it, why is the MC using the eight-year-old filly card at Twilight when they explicitly told her that they are an adult and wanted to be treated as such? Is it because it's more effective at tugging her sympathy, making it easier to justify the inevitable revenge against the assailant?
Or are they having an identity crisis? Something to do with the pony Emerald Flicker, maybe?
If we're going by the MC's established identity so far (adult human in pony body turned into a 'human' in their college years), then right now they would be... well... an adult. The pony part wouldn't matter.
There needed to be an internal monologue, I think. Right now it feels to me like the MC is flip-flopping identities all over the place, and I find it jarring. Or maybe that was the intent?

I think you've inherently misunderstood - atleast, the cause of what you've described. The problem isn't an identity crisis; its the fact - in terms of software engineering - their very brain is incompatible with their mind as it currently is... The prepubescent, and hell, pubescent brain - as pointed out by the MC themselves, is incapable of the same level of rational thinking and emotional processing as an adult brain.
Incompatible Software and Hardware. Thus the brain is straight up changing the MC's behaviour and outlook on life as they're no longer using the same brain they were before. They're emotionally and mentally incapable of perceiving the world the same way they did before. In sci-fi this could easily be attributed - like in Altered Carbon - to their fleshy body being incompatible with their 'stack'. Their mind and 'soul', or possessing left-over remnants of someone that was there previously.
The Identity Crisis isn't the problem, it's a symptom of something potentially far worse. We've already started to see it in previous chapters. No sane, rational being after being abused for most of their childhood and early adult life would open up as fast as the MC has to two relative strangers (Starlight and Twilight) and make deep, emotional bonds like we're beginning to see at this point in the story (Something the Author themselves has been very subtly hinting at). The trauma they've gone through, combined with the sudden change in neurochemistry - and hell - just the differences in body alone are causing what is arguably close to a psychotic episode (the anxiety attacks, the sudden enjoyment in others pain, ecetera). The mix of 'hard' drugs - Cannabis/cannabinoids in general could be making it worse - but Anon has gone from being a hardened individual to very quickly crumbling and succumbing to their new way of life. It wouldn't really surprise me if Anon loses their shit over the next few story arcs as they finally figure out that 'they' - the 'Human' is dying and being replaced with a far more pony-acceptable version.
You can see it clearer too. The loss of needing to ensure no physical contact is made. The tolerance for things such as Flurry touching them, resting on other ponies backs. It's a subtle, yet terrifying concept. Losing yourself to an unstoppable force. More importantly, the comment of their established identity and the mirror - it does make some sense where you're coming from...
But the MC directly (and in a 'Voice of the Author' type of way) states that they merely look Human. There are physiological and well... Magical differences. Emotions become a physical, tangible presence that feed back into themselves. Even though the MC is 'older' (biologically), they're still not the same adult they were when they came to Equestria. They're a teenager. Same problem. But yeah.
It does seem like the flip-flopping of ideals and identities, along with morals is a deliberate decision on the Author's part. A form of body-horror, or rather, mind-horror, if you would.
